Este estudo teve como objetivo analisar a estrutura e o funcionamento dos Conselhos da Cidade de Teresina (PI) e Timon (MA), duas das principais cidades da Rede Integrada de Desenvolvimento da Grande Teresina (RIDE-Teresina), com o intuito de avaliar sua efetividade como instrumentos de garantia do Direito à Cidade. Utilizando uma abordagem metodológica que combinou análise qualitativa e quantitativa de documentos como leis, decretos, regimentos internos e atas de reuniões, esta pesquisa buscou compreender como os Conselhos foram estruturados e como se deu a representação e participação da sociedade civil em suas atividades. Os resultados indicam que, embora as estruturas dos Conselhos estejam alinhadas com os princípios do Direito à Cidade, sua atuação prática ainda é limitada. A participação popular nos processos decisórios é restrita, e o potencial desses órgãos como instrumentos de gestão democrática não tem sido plenamente explorado. Espera-se que este estudo contribua para o avanço das pesquisas sobre os Conselhos Municipais de Cidades na região Nordeste, em particular no Piauí e Maranhão, onde há uma lacuna de estudos aprofundados sobre o tema. Os resultados obtidos podem servir como base para futuras investigações que busquem compreender melhor o papel desses conselhos na promoção da participação popular e na construção de cidades mais justas e democráticas.

This research has as object of study the City Councils of the Municipality of Teresina-PI and of the Municipality of Timon-MA, which are the two largest cities of the Integrated Development Network of Greater Teresina (RIDE-Teresina). Thus, the objective of this work is to analyze the structure and performance of the City Councils of the Municipality of Teresina-PI and of the Municipality of Timon-MA, as instruments that seek to ensure the Right to the City. The study was carried out through a qualitative and quantitative approach; in addition, the content analysis method was used. From the research it was possible to analyze contents, such as: laws, decrees, regulations and minutes of ordinary and extraordinary meetings and other files that served as support to understand how the Councils were structured and how representation and participation within the referred Councils took place. The research results indicate that the structures of the City Councils were designed and implemented to meet the Right to the City. However, in practice there is no use of the potential of the Councils in the democratic management of the cities under study, and that there is still a long way to go for this popular participation to be really effective. In addition to these factors, it is expected that this study will contribute to the strengthening of research that highlights the Municipal Councils of cities in the Northeast Region, especially Piauí and Maranhão, which have a lack of scientific depth in terms of theoretical and statistical data, when concerns the Management Councils.
