A interferência do orçamento secreto na execução de políticas públicas do Ministério do Desenvolvimento Regional (2020-2022)

Abstract

This article investigates the question: did the transfer of resources to states and municipalities through rapporteur's amendments interfere with the execution of public policies by the Ministry of Regional Development during the period from 2020 to 2022? To address this issue, the research is divided into three sections. The first presents a literature review on state planning, public budget, parliamentary amendments, execution of public policies, and involved power dynamics. The second provides an exploratory data analysis on the interference of rapporteur's amendments in the execution of the Ministry's public policies during its years of implementation. The research is justified by its thematic relevance and contemporaneity, involving constitutional and democratic aspects, as well as the importance of this Ministry for national development, focusing on key issues such as basic sanitation and prevention of environmental disasters. The conclusion indicates that there is a correlation between the use of the Ministry's budget for the execution of rapporteur's amendments and the deficit in the execution of public policies. The work sheds light on the impact of these changes on the effectiveness and efficiency of public administration actions, highlighting the need for greater control and transparency.
